To save the small country of Frisoni from bankruptcy, the rich widow Mrs. Tisdale agrees to donate 20 million dollars to it. But only on the condition that Rufus T. Firefly, who is courting her, becomes the leader of the country. Firefly - a cynical and unceremonious dictator - provokes the ambassador of neighboring Sylvania, and war begins between the countries.
